Update Illumination system coordination script and move to standard scripts

      Description

      Take Tiago's script that coordinates the monochromator, electrometer and fiber spectrograph to perform the steps needed when taking a flat field.

      This script will serve as an example to future script composers.

          Code reviewed in GitHub. The script looks much nicer with recent versions of salobj.
