          I have started the work to update the SAL messaging tests.  See commits on https://github.com/lsst-ts/robotframework_SAL/tree/feature/Combined from Feb 26th.

          I reviewed the RPM functionality with Dave Mills and the combined interfaces with Andrew Heyer [X].  As the above comment describes, I even started updating the tests.  The work to finish the updates is tracked by DM-18159.
