I have added ~~DM-21065~~ as a blocker to remind us that we need to mention the deprecation of makePolicy and the use of Policy in ip_diffim and meas_algorithms.

John Swinbank I see that astropy 3.2.3 is now part of conda default channel (3.2.3-py37h1de35cc_0). Should we consider dropping the conda-forge channel from the conda env when we make the 19.0 release? (this relates to ~~DM-22035~~)

I would like to suggest to remove ~~DM-17924~~ from the blockers to the release.

So far the builds are working without this fix, therefore it should not be a problem.

If nobody objects by Wednesday, November the 12th, I will remove it from the blocker list.

I'm not sure whether ~~DM-18610~~ is being back-ported into the RC, but if it is then ~~DM-22191~~ should be added here as a blockers, as ~~DM-18610~~ contains a breaking change that needs fixing for all yaml cameras to work.
