forcedPhotCcd noisy when executed for an object at the edge of the detector

      Description

      I am testing forcedPhotCcd on a visit that lie at the edge of the DESC Run1.2 footprint. Iget a lot of WARN msgs like :

      forcedPhotCcd WARN: Skipping reference 22276260197602227 (child of 22276260197564768) with bad Footprint

      As per discussion in https://github.com/LSSTDESC/ImageProcessingPipelines/issues/87 this seems the result of a normal occurrence, which should not yield a WARN log level if indeed diagnostics is correct.
