            When looking for loose ends in S19, I found this ticket. Eli, will you review?

            There are 4 PRs: meas_astrom, obs_lsst, obs_ctio0m9, obs_decam.

            No PRs for these 3:
            obs_sdss doesn't fit astrometry, obs_subaru and obs_cfht override order = 3
