      Description

      Add jointcal templates (jointcal_wcs and jointcal_photoCalib) to obs_lsst policy file so that jointcal can be run on imsim data (at least).

          Since the redundancy is everywhere else, and may be irrelevant in gen3 butler anyway, go ahead and merge. Though, did you try running jointcal with this to check that it worked?

          This template was based on a personal version of `obs_lsst` that James Chiang had used to successfully run jointcal on DESC DC2 data (at least as far as testing that the templates worked and files were generated, etc.) So the answer is yes.
