d_2019_03_08 failed due to docker hub http 500

      Description

      The nightly failed with http 500s attempting to push docker image(s) to docker hub:

      https://ci.lsst.codes/blue/organizations/jenkins/release%2Fnightly-release/detail/nightly-release/591/pipeline

      Oddly, all tags except for d_latest are showing in the docker repo. Attempting to re-run the docker image build/push fails with the same http 500 error:

      https://ci.lsst.codes/job/release/job/docker/job/build-stack/592/console

      The docker hub status page shows a known issue with http 500s:

      https://status.docker.com/

            status.docker.com is still reporting that there is an active issue but other builds were able to successfully push to docker hub. I triggered a rebuild and it succeeded: https://ci.lsst.codes/job/release/job/docker/job/build-stack/593/ which completes the nightly release.
