devtoolset-8 dax-matrix build

      DAX group would like a centos7 devtoolset-8 build target to be added to the dax-matrix jenkins pipeline. Thanks!

          centos-7 / devtoolset-8 has been added to the layercake build and run.

          pushed the docker tag 7-stackbase-devtoolset-8.

          It has managed to compile jemalloc... I guess that's enough to be considered shipped?
