Add function set_summary_state

      Description

      Add a new function set_summary_state to ts_salobj that allows us to put a CSC into any valid summary state.

      This will primarily be used to enable or disable CSCs but it may also be handy for changing configuration (by moving it to STANDBY, then the next desired state).

            The unit test has a bit that would fail if uncommented. I filed DM-18491 to capture this.

            Merged, released as master v3.10.0.

            After merging it I found a small problem: there is no help in the built documentation as a side effect of the way I implemented. I will fix this on DM-18541.
