As there was just a major update, only the core + plugins need to be updated (technically, not even the core) without touching any other system components. The update is ready to ship and has been announced on c.l.o. for tomorrow evening:

The jenkins core + plugin update along with a docker-ce security update (18.09.3) across on agent nodes were successfully deployed
