Update ap_verify datasets with new photoCalib refcats

      Description

      Following the implementation of PhotoCalib, reference catalogs (refcats) now explicitly have units of nJy. The refcats presently on lsst-dev for gaia, ps1, and sdss will be updated as part of DM-19150.

      The ap_verify_hits2015 and ap_verify_ci_hits2015 datasets each include necessary shards of the gaia and ps1 refcats for processCcd to run, and those should be updated to the new format as well. For more details, see this community post.
