Update SAL C++ telemetry messaging tests to use the single-file interfaces

      Description

      This task is to track the effort to update the SAL messaging tests.  I want to maintain the individual message testing, so updating the scripts that generate the tests will be somewhat tricky.

            This was work was completed a couple of sprints ago, but I was out on medical leave and wasn't able to get this into review in time.

            Verified that combined telemetry is passing based on robotframework report.
