Standardize alert distribution system deployment tools

      Description

      The lsst-dm/alert_stream repository contains configurations for deploying alert distribution code using both Docker Swarm and Kubernetes.

      Project-wide, we are standardizing on Kubernetes for deployment (e.g. for the Science Platform). This is what was used for the LDM-503-05 milestone, and I understand it is what Eric Morganson is currently experimenting with at the LSST Data Facility.

      Unless there is a compelling need to maintain both infrastructures in parallel (if so: what is it?), it seems like we should standardize on Kubernetes, ensure it provides all necessary functionality, and remove the references to Docker Swarm.

          Confirm: we do not use Docker Swarm. So unless UW wants it for internal testing, you can drop it.
