      Description

      Use jointcal instead of meas_mosaic!

      We've done sufficient QA, integration work and improvements to believe this is now working at least as well as meas_mosaic. This doesn't require an RFC because it just affects obs_subaru (RC2 reprocessing and future HSC data releases).
