Write tracking integration test for atptg, atmcs, ataos, athexapod & atpneumatics

      Description

      The test should set a starting altitude, azimuth and tracking_duration. It will then check that as tracking occurs that no CSCs go into a fault state.

            Work done in https://github.com/lsst-ts/ts_standardscripts/tree/feature/couger01/dm-19762

            But won't be merged into develop until after update to salobj 4.0.

            We worked together on the development on this tests and ran them on the telescope in Chile.
