Ensure that Portal / Firefly deployments are insensitive to trailing slashes on the application root

      Description

      Please ensure that all deployments of Firefly applications visible to LSST are insensitive to the presence of a trailing slash at the application root.

      E.g., "lsst-lsp-stable.ncsa.illinois.edu/portal/suit" vs. "lsst-lsp-stable.ncsa.illinois.edu/portal/suit/"

      This should apply to lsst-demo, to Adam's /firefly deployments, and to the actual Portal application(s).

            Tested on lsst-lsp-int.ncsa.illinois.edu at 15:30 PDT 2019-08-22.

            1) https://lsst-lsp-int.ncsa.illinois.edu/portal/suit/ works
            2) https://lsst-lsp-int.ncsa.illinois.edu/portal/suit redirects to /portal/suit/ and then works
            3) https://lsst-lsp-int.ncsa.illinois.edu/portal/app/ works
            4) https://lsst-lsp-int.ncsa.illinois.edu/portal/app redirects to /portal/app/ and then works
            5) https://lsst-lsp-int.ncsa.illinois.edu/firefly/ works
            6) https://lsst-lsp-int.ncsa.illinois.edu/firefly produces a blank browser window; "View Source" shows what seems to be the identical .html code (attached to this ticket) as is loaded at the /firefly/ endpoint.

            I will create a new ticket for fixing (6).

            Also verified that the http://lsst-demo.ncsa.illinois.edu/firefly endpoint is now insensitive to the trailing slash.
