      This epic is to implement the classes to replace the original functionality.

            bring over from HSC and RFC – 4
            RFC for background class changes – 4
            modify spline to share the same interface – 8
            implement background and remove spline approximate – 8
            fix-up any code that uses approximate/interpolate (background matcher) – 4

            Scope to what to factor into this new base class. Could be:
            Spline (background)
            refactor fitters to have a common interface which will require a registry of fitters.

            Jim suggests stopping here.
