Provide plans for obs_lsst/YAMLCamera

      Description

      As discussed at DMLT meetings, we need to extract a todo list for YAMLCamera/obs_lsst and the plan/timeline for implementation.

      From DMLT F2F in February 2019

      "YAMLCamera is a fact of life, but it needs more testing before we rely on it, and there is ongoing development and its schema needs to be formalized.

      Four tasks to convert and update obs_decam:

      • Conversion to YAMLcamera
      • Versioned cameras
      • Integration of user generated calibs
      • Deal with config overrides in obs_ packages.

      The useful end product is a document describing how an obs_ package works.
      This is not blocked on other work; Tim, Simon and their T/CAMs can schedule this based on their availability."

            Robert wrote the original YAMLCamera, and we know that he both has ideas about how it should be developed and an intention to work on parts of it himself. This ticket is to extract that information from his head, so that T/CAMs and product owners can use it for planning — at the moment, we're effectively blocked, because nobody except Robert understands what the “big picture” is.

            Of course, after we've understood Robert's plan, the timeline for putting project resources to put it into effect is a matter for T/CAMs and product owners.

            I'm not quite sure what's needed from me. There are four bullet items, and the first is YamlCamera; with the obs_lsst and obs_subaru implementations and the notes in the former on adding new sub-cameras I think that there's enough information for anyone to write obs_decam (I am, of course, happy to answer questions).

            Jim Bosch is thinking about how we version cameras; this is related to how we split obs packages into data and code, and how we round-trip values from Camera objects.

            I don't know anything about the calibs questions but they are not trivial. Once again I'd ask Jim Bosch's opinions.

            @rhl is not planning to do any further work on YAMLCamera. He has provided guidelines as to how to define a new camera in DM-12682. As he says above, he is happy to answer any ensuing questions. John Swinbank will identify someone to whom ownership of YAMLCamera will be transferred.
