Update script queue to use get_scripts_dir functions for script paths

      Description

      Update ts_scriptqueue to use the get_scripts_dir functions in ts_standardscripts (that function exists) and ts_externalscripts (that function will be added as part of this ticket).

          Merged all three packages to develop.
          Also merged ts_scriptqueue to master, tagged as v2.1.0
          and updated the served documentation: https://staff.washington.edu/rowen/ts_scriptqueue/index.html
