Description
Following work done to integrate New Scarlet into the stack and find opportunities to improve performance, this epic includes:
- Get integrated "deblender_sprint" branch under CI. New Scarlet will be run in the Gen3 ci_hsc run on Jenkins. Further protect by adding unit tests to both scarlet and meas_extension_scarlet.
- Incorporate and integrate prototype symmetry and centering algorithms.

The goals of the epic were achieved, namely testing was added to both scarlet and meas_extensions_scarlet and the deblender_sprint branch in both packages became lsst_dev and master respectively. The new symmetry and centering algorithms were implemented although the new centering algorithm is still the weakest point in the fit and dipoles in the residuals due to centroid offsets is still the dominant error in scarlet measurements. meas_extensions_scarlet was also added to lsst_distrib so that it is now tested by default in Jenkins, preventing the bitrot that affected the previous version of scarlet.
There was also time to implement a few additional changes, including a significant update of the the documentation and the stack club deblending notebooks to assist new users of the stand alone and stack implementations of scarlet. A number of bug fixes were also addressed and several presentations/notebooks were made to various groups: the DESC DE school, the Great Lakes Cosmology Workshop, The LSST Project and Community Workshop, and the Joint Status Review.
