Pin version of fastavro in use in alert_stream

      Description

      Per https://github.com/lsst-dm/alert_stream/issues/24, the latest release of fastavro is incompatible with the serialized alert data in lsst-dm/alert_stream.

      Long term, we need to fix the data. Short term, pin the version of fastavro to one that works in the Dockerfile.

            The sample alert data should be updated to the new schema on DM-17551.
