Description
Work includes separating science output from initial operations output, work to reuse current activator code. The scope of this epic is looking at the basic features, and does not include advanced features like clustering. At the completion of this epic we will test that operator reruns the latest Pegasus ci_hsc test that was successful (i.e., no debugging new pipeline steps).

Closing this ticket. Will open more precise stories in DM-22990 when have better description of what is needed to do in the ticket.
It is not clear that this is a gen2-deprecation blocker. Most of this work can either be put into pipetask itself or isn't needed until have job scratch repos (which are post gen2-deprecation).
