Ensure that a "master" edition is created for change-controlled documents

      Description

      With change controlled documents, the main edition tracks the most recent version tag rather than master. For some reason, an edition is automatically being created to track builds associated with the master branch. Let's fix this.

          Added additional tests to LTD Keeper to ensure that editions tracking ``master`` branches were automatically being created for documents using the ``lsst_doc`` tracking mode for the main edition. No application fixes were required.

          It seems that all the change controlled docs that were lacking a master edition were old documents created before lsst_doc existed. I've updated all those documents to create master editions:
