Add option to select image to convolve based on seeing

      Description

      ImageDifferenceTask currently supports the option to convolve either the template or the science image, but that option is frozen in the config. For long ap_pipe runs, there may be many visits with a range of seeing both better and worse than the template. While the order may not matter using ZOGY, we are seeing deconvolution artifacts with the current Alard&Lupton image subtraction when the order is incorrect.

            Two questions:

            • are you sure there isn't already an automatic selector? [resolved in group meeting]
            • do we have to worry about measurement error in the seeing? What happens if the science and template images have comparable seeing, so that there's a 50/50 chance that one or the other will be considered "better"?
