      Description

      Needs to include ability for end users to securely grant access to tables (and potentially columns) to users or groups.

      Requires TAP service to simulate authorization for TAP_SCHEMA tables as well.

      Allows for connection pooling below TAP service level and removal of all authorization work in Qserv, including replicating user authentication and group membership.
