Please include conda-build in Docker containers (at least those intended for development work). It is installed using:

conda install conda-build

Also building conda recipes requires a conda version of pytest-flake8, which is apparently not what is in the Docker image, alas. That can be installed using the following, but it's probably only safe to have that one or the pip version, not both:

conda install -c conda-forge pytest-flake8

Eric Coughlin and others are trying to make our T&S packages conda-installable and we need these packages for that.
