Redeploy LSST the Docs (LTD Keeper) on Roundtable

      Description

      The TLS certificate for keeper.lsst.codes is scheduled to expire on October 8th 2019. Since Roundtable provides Let's Encrypt-based certificates, it makes sense to relocate the LTD Keeper deployment there.

      This means that LTD Keeper should be deployable as a Helm Chart or Kustomize manifest (Kustomize is likely to be easier in the near-term).
