This will do a preliminary conversion of scipipe_conda_env to an eups product for the purpose of installing and activating conda environments.

While we could package conda itself as an eusp package and completely boostrap the process from scratch, It should be noted that the conda command is also a shell function and eups usually needs a python environment to operate which may be not available by default on all supported operating systems.
