Enable fringe and HSC y-band stray light correction in Gen3 IsrTask

      Description

      DM-20205 made it possible to both mark input/prerequisite datasets as optional on a per-band basis.  We should use that in IsrTask to enable fringe correction and HSC y-band stray light correction in Gen3.

      As testdata_ci_hsc is only r and i, we'll need to make some one-off Gen3 repos to test that this works, which may well be most of the work.

            Can you re-word the commit message in pipe_base? Something along the line of handle case of zero inputs: Prerequisite inputs can sometimes have zero inputs without issue, allow this to pass checks.
