Vectorize dataset insert API

      Description

      Update the public and internal APIs for dataset insertion in Registry, but only use bulk insert operations where trivial (i.e. not when autoincrement IDs and hence DM-21203 are in play).

            Nate Lust, I'm afraid it's your turn in my round-robin list of Registry review victims, but this one's pretty straightforward: replacing two Registry dataset insertion APIs with vectorized versions, and then updating downstream code.  Most changes are in daf_butler, with a trivial update to ctrl_mpexec as well.
