Update pipelines.lsst.io Getting Started tutorial because of ci_hsc split

      Description

      The documentation at https://pipelines.lsst.io/getting-started/data-setup.html is no longer correct with the creation of the `testdata_ci_hsc` and `ci_hsc_gen2` packages.  Specifically, the environment variables that point to directories do not contain the files expected by the tutorial.

          I take it that the solution is to replace ci_hsc with testdata_ci_hsc and $CI_HSC_DIR with $TESTDATA_CI_HSC, right?

          Quick review; this PR covers the discussed change. There are no remaining instances of ci_hsc in pipelines_lsst_io aside from historical content (change logs).

          I've run through the beginning of the tutorial and verified that the steps in https://pipelines.lsst.io/v/DM-21791/getting-started/data-setup.html continue to work.
