Make new package containing actuator simulators written in Python

      Description

      Many CSC packages contain a simulation mode that relies on a simulated actuator, including ts_ATDome, ts_ATMCSSimulator, ts_rotator and ts_hexapod.

      Most of them rely on a simulated point to point actuator but ts_ATDome also has a simulated slewing/tracking actuator that could be useful for ts_rotator.

      Copy both the point to point actuator and tracking actuator to a new package named ts_simactuators. Then on a separate ticket update the packages that use simulated actuators to use the new package.
