Changes made to branch tickets/DM-22193

Removed quoted percentages of WFD area covered by commissioning from all sections except Section 3.2.1, which discusses the current version of LSE-79. The focus of this Tech Note is on the methods of alert distribution anyway – further study of the areas should be done elsewhere. So DMTN-107 has not been "updated" with new area quotes, but rather the quotes about area have been sidelined (seems like a better long-term solution, we will not have to updated DMTN-107 again).

This document now refrains from recommending that a "template-filler" background program should prioritize number of unique extragalactic alerts with a single-filter area-driven strategy. It now presents options and says it's an Operations team decision that needs further study and should include community input.

One outstanding problem is that LSO-011 is cited several times but that document is not publicly available – should we be citing it?

I made a pull request for DMTN-107 and asked for Leanne Guy to review the changes to DMTN-107.

Few minor comments in PR, otherwise, good to go. Let's not hold this up for LSO-011, it should get released soon.

The few final things have been fixed/added, and the PR has been merged to master. All done!
