cp_pipe combineHeaders does not construct date endpoints correctly

      Description

      Due to the way headers are being obtained, the gen3 calibration products are not populating the DATE-OBS/DATE-END/DATE-AVG values, as it cannot construct an ObservationGroup. This presents a difference in the headers between the two generations of calibration construction codes.
