Description
I very often want to utilize CoaddDriver's slurm job launching capabilities to test AssembleCoadd without making warps (which takes up 90% of the compute time and the storage depending on number of visits).
Back in the day I used to "turn off" makeCoaddTempExp by not setting up meas_mosaic or jointcal. Now, there are no options to intentionally break it, so lets add an overdue config to coaddDriver, so I can stop this nonsense: doMakeWarp.
