      Description

      Use the new Firefly build script feature in release-2019.3.2 to create a Portal application ("suit" package) release as agreed with Gabriele Comoretto [X].

      Fine-tune messages if there is a problem constructing the LSST TAP service URL.

            Loi Ly, I am hoping this review is pretty much pro forma, but it would be good to have you check that it seems like I did reasonable things to the config files as part of this work.

            I will not close this ticket until we have also seen whether the release work's in Christine Banek's deployment of it to lsst-lsp-int.
