Per email from aws:
EC2 has detected degradation of the underlying hardware hosting your Amazon EC2 instance (instance-ID: i-858d4a03) associated with your AWS account (AWS Account ID: 039289279626) in the us-east-1 region. Due to this degradation your instance could already be unreachable. We will stop your instance after 2020-01-17.

Someone dropped the ball and aws handled the shutdown part of the operation for us. The instance has been restarted and appears to be functioning as expected.
