            Hi Jim,

            I think you "volunteered" earlier to look at this – thanks!

            The major changes are on meas_base's tickets/DM-2306; smaller tweaks on the same branch in afw and pipe_tasks.

            While the main aim here is, of course, the transformation of centroids into celestial coordinates, there are a bunch of other cleanups along the way, including several tweaks to DM-2305 (which was the same idea as this, but for fluxes).
