Write minimal CSC for MTMount to support the camera cable wrap

      Description

      Write a minimal MTMount CSC to support the camera cable wrap (CCW). Extra credit for supporting the existing MTMount XML API.

      Also think about how we can operate in partial emulation mode: having the CSC talk to the real CCW controller and emulate the remaining hardware components (elevation, azimuth, locking pins, counterweights...).

      I will estimate story points after I implement DM-23118 and DM-23119, both of which are necessary precursors.
