Make CR interpolation code usable on its own

      Description

      Metacalibration needs to be able to interpolate noise images exactly the way the science image was interpolated, and that includes CRs that don't actually exist in the noise image.

      This is currently impossible, because the code to interpolate CRs is deeply embedded in the C++ code that finds them. We need to separate these and give the interpolation-only code path a Python interface.

      I'm assigning Robert Lupton because I think he could do this about 20x easier than anyone else, given his existing familiarity with the code and algorithm.
