New decam ingest tests need skipif for testdata_decam

      Description

      The gen3 ingest tests that were added as part of DM-22708 all need to be protected with skipif for installations that don't have testdata_decam.

            KT, can you please review this tiny change? I ran it locally with testdata_decam unsetup, and it didn't produce errors.

            Looks correct. Sorry I didn't get to it before the nightly, but at least it will make it to the weekly.

            Kian-Tat Lim, can you please file a ticket about some way to test lsst_distrib without the testdata (and maybe mark this as triggering)? I know I've tripped over this before.
