Noise replacement of neighboring parent footprints is not run before deblending

      Description

      In a conversation with Robert Lupton today, he noted that one of the main purposes of the "replace-with-noise" routine we run before source measurement was to avoid biases in the deblender, which doesn't actually work with our implementation because we never run it until after we've run the deblender. That means the deblender can pick up three-in-a-row problems and like even when one of the three peaks is in an entirely different parent (or at least that's my reading of the hard-to-follow logic). I'm not sure how often that's a problem in practice, but it's definitely another thing our deblender does less well than its SDSS ancestor.

      I will leave it to Robert Lupton to advocate for making fixing this a priority, as I don't have a great sense of how much of a gain we expect from it.
