Update texmf to use Vera Rubin instead of LSST

      Description

      Change the lsstdoc.cls to:

      1. Use the Rubin green (#058b8c) rather than the LSST blue (four different blues!)
      2. Use Rubin Observatory rather than Large Synoptic Survey Telescope in all text.

      I assume I will leave the LSST logo in place for now and the background picture of the telescope wire frame seems fine.

          This is about changing our latex template so that documents like

          Say Rubin Observatory rather than Large Synoptic Survey Telescope. Have you or Robert McKercher already changed the word template for change controlled documents?

          Got it, we are working on updating the doc template - perhaps wait for that and then reflect updates to latex version?

          Ok. Please let us know. I just switched to Rubin green and whilst it looks fine for the bar at the bottom, I think we might want a slightly darker green for the colored text.

          Looks good to me. I think Rubin Observatory should be used in many places where "Rubin" is used. I also think that pdflatex support might need some tweaking.
