run lsstswBuild.sh in a clean sandbox

      Description

      The "driver" script, lsstswBuild.sh, used by the buildbot slave on lsst-dev to initiate a "CI run" has a number of environment assumptions (binaries in the $PATH, paths to various components, hostnames, etc.). This prevents it from [easily] being invoked on any other host.

      As lsstswBuild.sh builds a number of packages that are not in the lsst_distrib product, the os level dependencies for these other products need to be determined.

      In addition, the current version of lsstswBuild.sh and related scripts on lsst-dev are not version controlled.

          Not related to the issue subject: I'm not sure why JIRA didn't automatically pick up lsst/lsstsw PR 9 but did pick up PR 10. We may also need to reconfigure the interface to look in lsst-sqre and lsst-dm repos for possible JIRA issues.

          I didn't have the ticket # in the subject of the PR on the first 3 I opened and later changed it (I could have closed and the opened new PRs). I didn't realize that was the only field checked by the jira integration.

          Josh - thanks. I did the simple merges, go ahead and resolve the conflicts to merge https://github.com/lsst-sqre/buildbot-scripts/pull/1

          Then do the cleanup and let's make sure everything is running before we pack up for the weekend if we can.

          I ended up force pushing my feature branch as lsst-sqre/buildbot-script master due to diverged history and some odd behavior on the part of GH that I suspect is related to me having transfered ownership the repo.
