Clean up the Subsystem.xml file

      Description

      The Subsystem.xml file is woefully out of date and/or just wrong.  Hoping to fix it a bit.

          Updated SALSubsystem.xml to contain the latest/most correct documention regarding the CSCs; updated python/lsst/ts/xml/testUtils.py to remove all CSC no longer considered; updated test_AttributeDescription.xml to remove CAP-374 exception (as it was fixed and now passes); updated test_Units for DM-22159 exception (as it was fixed and now passes)

          And now that I have used the correct ticket branch:
