Implement S3 LFA image upload for the Fiber Spectrograph

      Description

      The Fiber Spectrograph does not yet try to upload the images it takes to the LFA. Update the code to make that happen.

            Major changes to salobj: many improvements to AsyncS3Bucket and some improvements to BaseCscTestCase. See revision_history.rst for details.

            Major changes to ts_FiberSpectrograph:

            • Made it configurable.
            • Made it upload files to S3, falling back to writing locally to /tmp if that fails.
            • Modernized the unit tests to use salobj.BaseCscTestCase
            • Moved constants into a new module.

            Changes to ts_config_ocs: I added a FiberSpectrograph directory and some config files.
