Convert daf_butler script to Click as a test for that package.

      Description

      write a command line tool using the Click package for the scripts in daf_butler:
      dumpButlerConfig.py
      makeButlerRepo.py
      validateButlerConfiguration.py
      following Jim's API wishes in his document at https://paper.dropbox.com/doc/Gen3-Middleware-Command-Line-Tools-NBYZOpQqz50D0v1nqfJrI

       

      before this is closed, fix any problems with the replaced scripts in ci_hsc_gen2 and ci_hsc_gen3. 

      When it is closed, write a CLO post about the removed scripts and how to do those things in the new CLI tool.
