A previous error in lsstsw/bin/deploy led to an incorrect link to the manifest.remap file being placed in the nightly build stack environment.  Because of the test for .deployed in deploy, this link is not fixed despite a code update.  But the time savings on redeploy from the test is minimal; remove it.
