Move Quantum tables into manager/storage hierarchy

      Description

      This mirrors the pattern now used for dimensions, collections, and (on DM-21764) datasets. It will also let us finally start saving Quantum.dataId in the database.

            I'm removing the gen3-registry-incompatibility label and deferring work on this until after gen2 deprecation (or at least until registry performance is in better shape). Instead, I'll do DM-25236 to just remove quantum representation from the database for now and make any future migration to add a new version back in addition-only.

            There is rough code on a branch for this ticket already that should be a good starting point, but we also need to do more design work before resuming; see conversation starting at https://lsstc.slack.com/archives/C2JPT1KB7/p1591284060371700
