I believe this is the same problem you had when you did the 19.0 release before. dax_ppdb no longer exists (it's called dax_apdb) and the tagging script doesn't read repos.yaml but simply assumes that the package exists and is in the lsst org. I think we discussed this at the time. repos.yaml tells you how to map an eups package name to a git repo which is why the build worked even though the github redirect no longer exists.

Josh is too busy to look at this, so I'll ask Adam.  If this could be expedited, it's critical to a potential 19.0.1 release.
